I use this methodology in the la4j. The idea is quite a simple:
1. Go to SO and find the questions related to your project (tags "matrix", "java" for la4j).
2. Try to understand what exactly users want to do. And how do they want to do that.
3. Implement new functionality according to the user's questions.
Here is the good example of the question that forced me to add new functionality - accumulator functions.
