la4j-0.3.0 commig soon

I'd like to suggest that I'm working on la4j-0.3.0 version. I've already pefrormed a huge refactoring: la4j spports a four types of matrices now. Yet another important thing is that this version of la4j will be available through Maven (so you can use Maven to download latest version of la4j from repository).

So here is a draf changelog:

• la4j available through Maven now! 
• support of new matrices (1d-array, CSC);
• new matrix methods (product, rank, bandwidth, ...);
• new I/O format - Symbol Separated Stream (CSV, TSV, etc.);
